Is this still an investigation in aid of legislation?

The current Blue Ribbon Investigation on the alleged DOH wrongdoings together with the Executives of Pharmally focused on the Audit Report of DOH As of the end of 12/31/2020. Senator Gordon calls it an "investigation." The Supervising COA Auditor corrects him that this is an examination of accounts and not an investigation. It makes me think if this is still an investigation in aid of legislation or have they made up their minds already, even before the investigation? Here's what I think about it.
